Inert

Inert means "does little or nothing".

In chemistry, inert means something that is not chemically active. The inert gases, for example are completely inert to basic chemical reactions, for example, because their outer valence shell is filled.

I want to know whether the literal translation of the definition "inert materials" which in Bulgarian(my native language) includes coarse and fine sand,ballast etc. has the same meaning in English and is understandable by native speakers?
