According to the United States Census Bureau, the city has a total area of 23.2 km² (8.9 mi²). 21.5 km² (8.3 mi²) of it is land and 1.7 km² (0.6 mi²) of it is water. The total area is 7.27% water.

As of the census of 2000, there are 13,174 people, 4,749 households, and 3,409 families residing in the city. The population density is 613.6/km² (1,588.7/mi²). The racial makeup of the city is 54.87% White, 31.86% African American, 0.52% Native American, 0.39% Asian, 0.04% Pacific Islander, 10.42% from other races, and 1.90% from two or more races. 23.33% of the population are Hispanic or Latino of any race.
