ENQUIRE was an early project of Tim Berners-Lee, who went on to create the World Wide Web. ENQUIRE has many of the same ideas as the Web and the Semantic Web but is different in several important ways. The name is short for Enquire Within Upon Everything, the name of a famous Victorian self-help book that Berners-Lee had enjoyed in his youth.
