Typically frequency modulated tv is used on frequencies above 1200 MHz, where there is enough room, space or bandwith for such wideband spectrum transmissions.
Recently experiments are done with digital modes following widely adopted DVB-S norms as implemented in home-user satellite receivers.
As amateur television is just radio-with-pictures it requires a permit to use such class of transmitters. It is up to the local government to issue exams testing your electronics and law knowledge on this subject and write your personal permit.
As in amateur radio, the content of amateur television is very limited to technical issue regarding the hobby itself: no third party messages can be relayed.
